Overall objectives 

  • Better preparedness against serious cross-border threats to health
  • More sustainable stockpiles of medical countermeasures
  • Faster distribution and deployment of medical countermeasures
  • Better collaboration between Member States
  • Better evidence-base for future proposals on stockpiling of medical countermeasures
  • Strengthening of European independence in a crisis including domestic production capacities of crisis-related products

Specific objectives

The specific objectives of the JA are:

  1. To incorporate good practices of stockpiling of MCM into national policies, including improved cooperation mechanism between EU Member states
  2. To increase skills of national experts in good practices of stockpiling of MCM used in crisis
  3. To develop approaches and methodologies for the qualitative selection and the related quantification of required volumes of relevant critical medical countermeasure
  4. To develop a coordinated, layered stockpiling framework that considers intertwined structures on European level and that is adaptable of (individual) needs of Member States.
  5. To improve sustainability and management of stockpiles of MCM addressing procurement, data exchange between stockpiles, shelf life, rotation and disposal minimizing
  6. To ensure that stockpiling systems within the EU are operational and ready to deploy and use in times of crisis, both within EU MS and outside the EU.
